The July recent announcement of indictments in the Arauca case is encouraging, as is the levying of charges against two generals and two colonels by the Inspector General for incidents occurring in San Jose de Apartado in 2000-2002.
Colombia: On January 1, terrorists of the Revolutionary Armed Forces of Colombia (FARC) massacred 17 peasants--including 4 children and 6 women--who were attending a New Year's party in Arauca Province near the Venezuela border.
Occidental has a 44 percent stake, although 85 cents of every dollar generated by the pipeline and the field goes to the Colombian government and the oil-rich eastern state of Arauca.
