According to the Public Accounts Committee of the National Assembly for Wales, there was a failure to collaborate sufficiently and in gathering crucial information during the planning of the multi-million pound Red Dragon Project at the St Athan Defence Aviation Repair Agency site.
Hundreds of jobs are expected to go from St Athan next year when the Defence Aviation Repair Agency (Dara) is closed by the MoD.
Plans to develop the base in St Athan were given the green light yesterday by Armed Forces Minister Adam Ingram.
