Mr Moodie and Joanne Smith, 42, were walking to a taxi rank in Redcar in the early hours of November 1 when they came across Birkbeck arguing violently with a young woman who was upset and in tears.
A report by the rural watchdog, which draws on research by Action for Market Towns, the Centre for Local Economic Strategies and the Rural Evidence Research Unit at Birkbeck, University of London, suggests that the number of vacant shop units in market towns is also increasing.
