Large telephone companies have argued that their video programming services should not be subject to additional local cable franchise regulation because there is no distinguishable difference between video, voice or data traffic delivered in digital format over their existing platforms.
The federal Cable Franchise Policy and Communications Act has since the mid-1980s allowed local governments, if they desire, to require the local cable franchise to provide ÒPEGÓ programming — public, education and government — without exercising any control over it.
Verizon has completed cable franchise negotiations with 58 communities in the state and expects to complete another 10 by year's end, said Carol L.
