Single Transferable Vote

(Government, Politics & Diplomacy) (modifier) of or relating to a system of voting in which voters list the candidates in order of preference. Any candidate achieving a predetermined proportion of the votes in a constituency is elected. Votes exceeding this amount and those cast for the bottom candidate are redistributed according to the stated preferences. Last fall, I was joined by council members Bill Rosendahl and Ed Reyes in calling for the use of Ranked Choice Voting (RCV) for all city, county, LAUSD and Community College elections.
Two such systems--cumulative voting and limited voting--have been adopted to settle more than 80 voting rights cases, and ballot measures to enact choice voting won some 45% of the vote in San Francisco in 1996 and Cincinnati in 1991.
An elections task force established by the voters in 1994 had surprised many observers by recommending that the choice voting form of PR (also known as STV) be placed on the ballot as an alternative to the at-large system currently in place.
