1. A person owing loyalty to and entitled by birth or naturalization to the protection of a state or nation.
2. A resident of a city or town, especially one entitled to vote and enjoy other privileges there.
3. A civilian.

CITIZENS' ADVICE BUREAU
Las oficinas de información al ciudadano, Citizens' Advice Bureaux o CABs, se crearon en 1939 para asesorar al pueblo británico sobre las normas que había que cumplir en tiempos de guerra. Después pasaron a ser un servicio de asesoramiento general al público, ofreciendo información gratuita y ayuda en problemas de carácter diverso.
