Tripoli, who served in Iraq as a surgeon with Marine Corps 4th Civil Affairs Group, helped re-open a hospital during fighting in Fallujah in November 2004 and helped save the lives of Iraqi civilians caught in the crossfire. To demonstrate the usefulness of this tool, this paper analyzes how, in China, the Ministry of Civil Affairs and social work academics interactively compete for this control. |
