Anecdotal evidence is all you need to see that cell phones constitute a significant threat to security within our collective correctional systems and to our overall public safety.
The most obvious example of this truism is probably found in our correctional system where one group of persons--the correctional staff ("guards")--is given legal authority over almost all aspects of the lives of another--the convicted offenders ("inmates" and "prisoners").
