Prime Minister Margaret Thatcher decided that the Greater London Authority,led by Ken Livingstone, should be abolished and all of the new county councils created at the same time as part of the 1974 Local Government Act,also had to go.
If the new tier of regional government is brought in it is likely to signal the end of the region's county councils.
