The citizens of Dullitch are thieves, assassins, and unsavory characters all, and the city's leader, Duke Modeset (shown in the book's hyper-realistic illustrations as a Shrek-esque Lord Farquaad knock-off), is the worst of the lot, suppressing reports of a rat plague in the city by offhandedly agreeing to have the messengers killed and their bodies left in crop circles cut by the plow crew.
