The Royal Government of Cambodia started some programs like a decentralization and deconcentration (Seila project) but due to insufficient expertise and funds and post-conflict conditions the programs were not satisfactory, so there raised the need of international organizations to support the sustainable development.
The push for poverty deconcentration may be linked to ensuring the attractiveness and marketability of non-public housing in the redeveloped communities.
Even in doing so, these objections were more mechanical than absolute, calling for a focus on decentralization rather than deconcentration so as to enhance "regional-level democracy" while not weakening the state.
