The Dunedin City Council defended the concept which it said mirrored "black-outs" created during All Blacks games in the city.
Standard & Poor's currently has public ratings on seven local governments: Auckland City Council, Christchurch City Council, Dunedin City Council, Greater Wellington Regional Council, Hutt City Council, New Plymouth District Council, and Tauranga District Council.
The Dunedin City Council and the Otago Cricket Association say the concept mirrors "black-outs" created during the All Blacks' games in the city.
