The letter champions the funding plan proposed by a commission headed by former MTA chairman Richard Ravitch, which would implement tolls on East River bridges and a commuter payroll tax for businesses within the 12-county region where the MTA provides service.
And no one disagrees that we're going to have to do painful things, whether it's a payroll tax or tolling the East River bridges, or something.
In cooperation with FHWA and the New York State Department of Transportation (NYSDOT), the city implemented an aggressive preventive maintenance program for four fixed East River Bridges (see "Protecting New York City's Bridge Assets," Public Roads, May/June 2005).
