That "ontogeny recapitulates phylogeny" is the notion of Ernst Heinrich Haeckel, who posited the theory as an attempt to explain the process of gestation, the development of a human fetus, for example, reenacting, in a sense, human evolution (see Haeckel's Riddle of the Universe at the Close of the Nineteenth Century).
