On Wednesday, Russian Prime Minister Vladimir Putin urged the World Economic Forum in Davos to set up an international legal framework for energy security, saying it could prove as important as the 1951 European Coal and Steel Community accord which led to the European Union.
Comparing the countries, he considers five political themes: security, pricing, investment, forms of ownership and industrial and market structure, and the early development of the European Coal and Steel Community and the efforts of the European Commission to promote competition in national and transnational electricity markets in Europe.
The European Coal and Steel Community, the Maastricht Treaty and the Single European Act followed.
