The 1863 engine, owned by the Ffestiniog Railway Company, was travelling at around 20mph between Porthmadog and Blaenau Ffestiniog on May 3 2008 when the incident occurred.
Ffestiniog Railway had hoped to open its new pounds 28m Welsh Highland Railway stretching 26-miles from Caernarfon to Porthmadog this summer.
