| Antonovich has asked the district attorney to investigate the use of the Army's free mail system by a reservist who sent campaign mailers for his father, a member of the Castaic Lake Water Agency board. The restrictions on the prisoner's mail privileges applied only to free mail and did not affect mail that the prisoner paid for himself. This free mail perk, created by the Continental Congress in 1775, was intended primarily for intergovernmental mail and individual correspondence with constituents--helping a pensioner locate a lost government check, or answering a complaint. |
