The peripheral centers have both presso-/baro- receptors and chemoreceptors that respond to the H+ ion concentration, and increased or decreased PaO2, usually when adult PaO2 drops below 60 mmHg (with adult normal being PaO2 80-100 mmHg).
When there are more H+ ions than OH- ions then the water is said to be "acid".
The way a buffer works is to absorb or release H+ ions to keep the hydrogen ion concentration at a specific level.
