internal waters

All waters, other than lawfully claimed archipelagic waters, landward of the baseline from which the territorial sea is measured. Archipelagic states may also delimit internal waters consistent with the 1982 convention on the law of the sea. All states have complete sovereignty over their internal waters.

Two UN resolutions, 1838 and 1816 respectively, allow all means including force to combat piracy in internal waters and permit operations to continue in Somali waters, but only with the permission of the transitional government in Mogadishu.
I can't see there being a problem if they said boats and jet-skis could be used in the area inside the breakwater but the internal waters should be used in the same way as a marina, that means you go dead slow at all times.
Including the internal waters is essential for our future.
