n.
A mental or physical disability, such as cerebral palsy or mental retardation, arising before adulthood and usually lasting throughout life.

A mental or physical disability, such as cerebral palsy or mental retardation, that is present during childhood, interferes with normal physical, intellectual, or emotional development, and usually lasts throughout life.

In 1958, the late Joyce Robinson applied for the post of voluntary secretary to the Society for Mentally Handicapped Children (now Cardiff Mencap).
In 2002, the US Supreme Court ruled that the execution of a mentally retarded person was cruel and unconstitutional but left it up to the local court to determine whether Atkins was truly mentally handicapped.
I have seen many mentally handicapped people at Mass who are well behaved.
