As last night's Panorama: Swimming With Loan-sharks revealed, illegal moneylending is now a booming business thanks to a recession that has made borrowing from banks impossible for many.
A spokesman said: "Surveillance operations are undertaken for purposes of criminal investigation, particularly trading standards, illegal moneylending and housing benefit fraud.
