The Trust, which took over from North Glamorgan NHS Trust had made a "serious clinical error", which led to a catalogue of other mistakes, the Ombudsman said.
North Glamorgan NHS Trust in South Wales said it believed there had been no new cases since Wednesday, when the patients contracted the infection.
