Ousted Honduran President Manuel Zelaya called on the Organization of American States for assistance, saying talks with the country's de facto government had "stagnated," negotiators said.
State Department spokesman Ian Kelly said de facto foreign minister Carlos Lopez Contreras had invited "a representative group of foreign ministers" from members of the Organization of American States to go to Tegucigalpa for talks.
Insulza recalled that "Article 4 of the GAS Charter says that all countries of the Americas that ratify this Charter are members of the Organization of American States.
