As for the claim that as many people are ``returning to England'' as are moving into Wales,how exactly are estate agents able to distinguish so confidently between outgoers who are former incomers returning to England and outgoers who are local people leaving Wales?
If that is agreed, then outgoers will not have a windfall to sell, and incomers will have something, albeit based on their predecessor's production.
