The ministers are all members of the Heavily Indebted Poor Countries (HIPC) group, which includes 35 countries that are negotiating with the International Monetary Fund to reduce their foreign debt burden.
Britain and France said Saturday they would mobilise four billion dollars for poor countries by giving up part of a recent IMF allocation of an international reserve asset.
The IMF also had decided to cancel interest payments owed by poor countries through end-2011 and reform lending practices to make loans quickly available, at higher ceilings on amounts and with more flexible conditions.
