First, as its title suggests, it was response to the new international political atmosphere produced by the Bolshevik Revolution of October 1917 and Woodrow Wilson's Fourteen Point speech in January 1918, in which, although not actually mentioning the words 'self-determination', the American President made explicit reference to the need to settle colonial questions in the interests of the 'native populations'.
In a separate step, heavy with symbolism, a parliamentary committee introduced legislation that would abolish the national holiday commemorating the Bolshevik revolution of October 1917, although it is called by a different name: the Day of Accord and Reconciliation.
Well maybe the Romanovs did, which might explain the Communist-led revolution of October 1917.
