Single Transferable Vote

(Government, Politics & Diplomacy) (modifier) of or relating to a system of voting in which voters list the candidates in order of preference. Any candidate achieving a predetermined proportion of the votes in a constituency is elected. Votes exceeding this amount and those cast for the bottom candidate are redistributed according to the stated preferences. Results from last month's district health board (DHB) elections have been slow to materialise, due to difficulties with the new single transferable voting (STV) system.
Prof Borooah said that under single transferable voting (STV), not all voters are treated equally, and that due to a blip in the system, many voters' second preferences are thrown out when the final results are counted.
