Kovtun, a former Soviet military intelligence officer, had been accused of illegally transporting radioactive material into Germany.
However, the evidence argues strongly that he never left the Kremlin's service, his multiple air cargo companies merely operating as shell companies for the KGB/ FSB and/or the GRU, the Soviet military intelligence service that has kept the same name (and many of the same operatives) under the current Russian government.
This junior officer in the GRU, Soviet military intelligence, spent his days in a locked room coding and decoding secret messages between Ottawa and Moscow.
