I do not know what advice the government has had, but, as long as our offer meets market value, state-aid issues would not be relevant.
While the city's ongoing reliance on state-aid and resulting limited financial flexibility remain a concern, Fitch believes these risks are somewhat mitigated by historically strong financial management practices and a solid level of general fund reserves.
In fact, I'm not aware of any European stud book which receives direct state-aid support of this kind.
