The tender, which might be extended to include options for extra rolling stock, is likely to interest French industrial group Alstom which already builds TGV trains, Siemens of Germany and also perhaps Bombardier of Canada.
Trains on the line could be capable of travelling at up to 186mph - similar to the TGV trains on the French network - slashing journey times.
The best examples of the modern trains of Europe are the TGV trains of France, which are part of the Euro City network.
