Malik, mayor of Adizai suburb on Peshawar's outskirts, once had close links to the hard-line Taleban movement, but switched sides in 2008 and had raised a local force to battle the extremists on the fringes of the city.
They continue to believe the 9/11 attacks came directly from the Afghanistan-based Al Qaeda and Taleban movements.
In one case, a 60-year-old tribal chief with four wives was given four of the blue diamond-shaped pills and days later supplied details of Taleban movements in return for more.
