That is because it is and the individual feels much like a passive victim in the unfoldment of the offending behaviour.
In the end, it seems artificial to distinguish between the energy that constitutes me and the energy that creates the relationship that holds the key for my future unfoldment.
On an inner level, the movement is bringing together the inner unfoldment of the Divine heart of the world within the hearts of each embodied soul.
