Alexander II of Russia Signs the Edict of Emancipation (1861)

Signed by Czar Alexander II, the 1861 Edict of Emancipation granted liberty to more than 23 million serfs, about a third of the Russian population. The edict extended to the serfs the full rights of citizens, in particular, the right to own property—which they were to receive from the landlords and pay off over time. Bulgaria's Day of Liberation from Ottoman Domination, celebrated each year on March 3, commemorates the day in 1878 when the Peace Treaty of San Stefano was struck between Russia and Turkey. Heart Devices Approved in US without Data on Women

Despite the fact that the risks associated with heart devices differ for women and men, many such devices are approved for use in the US without sufficient data on their safety and effectiveness in women. Though in 1994 the US Food and Drug Administration began requiring premarket approval applications for these devices to indicate whether study subjects reflect the real-life proportion of men and women who have the condition being treated, researchers found that more than a quarter of the studies they reviewed did not report participants' gender at all.
