He was one of the first automated data processing focused CI agents and used those skills to develop a CI/terrorist threat database that drove the
Allied Command Europe capability to counter emerging threats.
He held significant staff positions at Headquarters Air Force, and retired from active duty as the Chief of Staff, Supreme Headquarters
Allied Command Europe. In retirement General Shaud has remained totally active in directing the Air Force Aid Society, serving as the Executive Director of the Air Force Association, and Director of the Air Force Research Institute.

In 1989, the WPC pioneered distributed wargaming in the first NATO-wide computer-assisted exercise for
Allied Command Europe. Global distributed wargaming became a reality in 1992, when the WPC began a partnership with the Korean Battle Simulations Center to assist in conducting the annual exercise Ulchi Focus Lens for the Korean theater.

The Monchengladbach JHQ is the base for UK Support Command (Germany), which provides administrative and logistical support to British forces on mainland Europe, and Nato's
Allied Command Europe Rapid Reaction Corps.
Both men were serving with the
Allied Command Europe Mobile Land Force's combat service support battalion which is based at Bulford Camp, Wiltshire.
