Only with Germany's takeover of Bohemia-Moravia in March 1939, the first time that Hitler conquered a non-German people, did the Nazis' long-term policies become clear, and even then few could envision the defeat of France or the invasion of Russia.
Longerich, who takes issue with Arno Mayer and others who believe that genocide was a result of the changing war situation--the so-called "Functionalist" approach -- shows how a "blank cheque" issued before the invasion by Reinhard Heydrich (head of the Riech Security Main Office and later the brutal Reichsprotektor of Bohemia-Moravia until his assassination in May 1942) indicates that extermination was the intention from the outset.
