In my column on April 23, 2017, I wrote that, after decades of negotiations, the Philippines was recognized as an integrated 'archipelagic state' entitled to the 12-nautical-mile (NM) territorial sea, 24 NM
contiguous zone (CZ), 200 NW exclusive economic zone (EEZ) and 350 NM extended continental shelf (ECS).
A state's territorial waters reaches up to 12 nautical miles, while a "
contiguous zone" in which a state can enforce limited control for the purpose of preventing "infringement of its customs, fiscal, immigration or sanitary laws and regulations" can be set to up to 24 nautical miles.
Article 21 of UNCLOS states that "[t]he territorial sea, the
contiguous zone, the exclusive economic zone and the continental shelf of an island are determined in accordance with the provisions of this Convention applicable to other land territory.
All maritime related activities including infrastructure development can be conducted on the sea and along the coast within the legally demarcated classification of the maritime zones: baseline (starting point), internal waters, territorial waters (up to 12 nautical miles from baseline),
contiguous zone (up to 24 nautical miles), Exclusive Economic Zone (up to 200 nautical miles from baseline).

Article 121, Regime of Islands, expressly provides in Paragraph 2 that "the territorial sea,
contiguous zone, the exclusive economic zone and the continental shelf of an island are determined in accordance with the provisions of the Convention applicable to other land territory".
