Haftar's opportunity came in eastern Libya (
Cyrenaica), where Islamist militias had seized control of the regional capital, Benghazi, and murdered the U.S.
Haftar, head of the Libyan National Army that has a de facto control of
Cyrenaica, boycotted the plenary session.
Separately, the already tense relationship between Haftar's army and
Cyrenaica's civilian politicians in Tobruk and Al-Bayda over who should have the biggest role in rebuilding the local economy was also becoming more contentious.
