The system of lead agents, Joint Staff doctrine sponsors, primary review authorities, coordinating review authorities, technical review authorities, assessment agents, evaluation agents, Joint Doctrine Working Party, procedures, and hierarchical framework designed to initiate, develop, approve, and maintain joint publications.
