Aircraft procured for the specific purpose of replacing the anticipated losses of aircraft because of peacetime and/or wartime attrition.

The 2008 NDAA took the extra step to define Primary Aircraft Authorized (PAA), Back-up Aircraft Inventory (BAI), and attrition reserve aircraft. These definitions follow closely the definitions in the two Joint documents.
