Khalilzad takes his directions from Cheney, and is a longstanding supporter of the various adventurist neocon positions from the time of Reagan's administration until now.
They are of a piece with those other monstrosities that have recently been advanced--absolute loyalty to the President, repudiation of traditional conservatism in favor of adventurist neoconservatism, the conception of Congress as enemy, and the absolution given to lawlessness on the part of presidential agents, even military officers.
Of course, this approach could initially lead to a rise in registered incidents and crimes, but over time they are bound to decrease as, on the one hand, the principle of the inevitability of punishment will be applied, and on the other, this will serve as a kind of a shield to bar all sorts of irresponsible adventurists from entering military service.
