alternate water terminal

A water terminal with facilities for berthing from two to five ships simultaneously at wharves and/or working anchorages, located within sheltered coastal waters, adjacent to reliable highway and/or rail transportation nets. It covers a relatively small area and is located away from population centers. The scope of operation is such that it is not designated a probable nuclear target. See also water terminal.
