S forces in Italy are the NATO SOFA and the classified Agreement Between the United States of America and the Republic of Italy Regarding Bilateral Infrastructure in Implementation of Article III of the North Atlantic Treaty of 20 October 1954 (known as BIA). Because other institutional links did not exist -- trade diplomacy was tentative and only limited official bilateral infrastructure was in place -- personal diplomacy at the prime ministerial level was usually the principal means of bringing countries into contact. |
