The abuse of suspects, drug squad officers dealing in drugs themselves, the taking of bribes, the failure to investigate crimes against people on the margins (particularly prostitutes and drug addicts), the blue wall of silence that protects crooked cops, the unjustified use of force against demonstrators, racial slurs used against citizens, manufacturing evidence.
