The first of the boards appeared in 1979, when a snowstorm provoked hobbyists Ward Christensen and Randy Suess to hack together something they called EBBS, the Computerized Bulletin Board System, for their Chicago-area computer users group.
Ken Tennen, an attorney for the Web site owners, had stated before the site shut down that it did not violate any law and was a non-profit, opinion-based, student-run bulletin board system.
The IRS Andover Submission Processing Center (ASPC) was responsible for receiving and processing partnership returns submitted on magnetic tapes, diskettes and electronic transmissions via the Bulletin Board System (or MITRON).
