3) What is believed, and the believing, must both consist of present occurrences in the believer, no matter what may be the objective of the belief.
There is another art which imitates by means of language alone, and that either in prose or verse--which, verse, again, may either combine different metres or consist of but one kind--but this has hitherto been without a name.
It must either consist of permanent officers, stationary at the seat of government, and of course entitled to fixed and regular stipends, or of certain officers of the State governments to be called upon whenever an impeachment was actually depending.
