contingency engineering management organization

An organization that may be formed by the combatant commander, or subordinate joint force commander to augment the combatant command, or subordinate joint force staffs to provide additional Service engineering expertise to support both deliberate and crisis action planning and to provide construction management in contingency and wartime operations. The combatant commander may form a theater contingency engineering management cell, and similar organizations may be formed at subordinate levels of command (e.g., regional contingency engineering management cell and/or joint task force contingency engineering management cell). These organizations should be staffed with expertise in combat engineering, general engineering, and topographic engineering.
