I think it's good that the city's doing something to help them out--we have a huge population of crackheads and heroin addicts. The suggestion implicit in Parks' motion to return to a zero-tolerance policy -- that the LAPD's many tests might still allow crackheads onto the force -- is simply ludicrous. Listening to modern fears about black crackheads, one is reminded of the warnings about "cocaine niggers" heard in the run-up to the Harrison Narcotics Act of 1914. |
