1. In air traffic control, an airspace of defined dimensions within which activities dangerous to the flight of aircraft may exist at specified times.
2. (DOD only) A specified area above, below, or within which there may be potential danger. See also closed area; prohibited area; restricted area.

They don't plan restricted operating zones (ROZs), restricted operating areas (ROAs) or informal equivalents to keep aircraft outside the surface danger area around firing units.
