Perhaps it was in 2003-05, when it became clear that Washington was pinning its hopes for a denuclearized North Korea on wished-for Chinese pressure on Pyongyang.
In the Treaty, it is established that "militarily denuclearized zones are not an end in themselves but rather a means for achieving general and complete disarmament at a later stage".
Also, Russia and the United States basically agree that the Korean Peninsula should be denuclearized and that Iran should not have a uranium-enrichment capability.
