On April 1, state officials announced that the White Plains-based firm had won the largest share of energy contracts in a competition with five other deregulated energy suppliers vying for the state's business. The upshot is that just portions of California's energy industry were deregulated about five years ago, to what is now quite obviously disastrous results. The most recent attempts to freeze electricity rates at pre-restructuring levels have only confirmed their worst fears--it isn't a deregulated market at all, just some hybrid that no one knows how to navigate. |
